Site of Incheon Gamniseo

The Site of Incheon Gamniseo is located at Nae-dong, and is the former site of the court.

Incheon Gamniseo was established in the 20th year of King Gojong on August 19, 1883, when Incheon port was opened, but it is uncertain when the government office building was constructed at the port.

Jo Byeong-jik was appointed as the first construction supervisor of Incheon Gamniseo.

Other works of the supervisor are uncertain except for the managing of trade between Korea and foreign countries, but according to “Gakhangjang Gamnibokseol Gwanjae”, restored in 1896, the construction supervisor managed overall tasks of the office including negotiating with each foreign country’s consulate, the foreign settlements, and other miscellaneous work.

At the time, the Incheon Bureau allowed Jo Byeong-jik to use the Gamniseo as his office, and the provincial governor became a superintendent.

However, as the local government system was amended in the same year of 1896, 23 administrative districts were abolished and 13 provincial areas were newly established. Accordingly, the superintendent of the Open Port was newly appointed on August 7 of the same year.

At the time, the superintendent had the same authority as a provincial governor, and could give orders every county governor and police officer and command the county minister and city governor regarding port business under the control of the Minister of Foreign Affairs.

According to these records, it seems that the superintendence belonged to the Foreign Affairs and had the same authority to manage port business as a provincial governor, who belonged to Domestic Affairs.

However, on the 10th year of Gwangmu (1906), as the General Inspector Bureau and the local Residency-General were established, the superintendence system was abolished and the Japanese Resident-General of Korea deputized the tasks.Besides the main office, there was a police station and a prison in the Gamniseo.

In the 32nd year of King Gojong, on May 10, a court of justice of Incheon Open Port was established in the Gamniseo. The name of the court was changed several times, but after the national independence, it was renamed as Seoul District Court.
