After opening the port, Japan first set up a consulate to protect Japanese people in the settlement area. The Japanese consulate was opened on October 31, 1883, the earliest compared to other agencies at the current location of the Jung-gu Office.
When the Directorate General was established in 1906, it was used as a government building, and after the establishment of the Chosun Governor-General in 1910, it was used as the Incheon Prefectural Government Building.
After liberation, it was used as Incheon City Hall, and since 1985 it has been used as Jung-gu Office.

Incheon Jung-gu Office was a Western-style two-story wooden building at the time of its opening, and all building materials such as wood were imported from Japan. In 1933, the two-story building was rebuilt, and in 1964 a third floor was added and it was finally developed to its present state.
Overall, it shows the characteristics of modernist architecture of the 1930s, and the scratch tiles that make up the exterior have historical and architectural value because they are a material that represent the time of its construction, and which cannot be found easily today.
